Brief CV




Chryssy Potsiou graduated from Arsakeio Psychikou in 1976, and from School of Rural & Surveying Engineers, National Technical University of Athens (NTUA) in 1982; she was awarded with the Technical Chamber of Greece (TCG) graduation scholarship. She then received a four-year scholarship from NTUA for PhD studies in Photogrammetry and Cadaster.

During the period 1982 - 1993 she worked as a registered private practitioner, at A-level in the Ministry of Environment Spatial Planning and Public Works' register, in several projects in the domains of Topography (16) and Spatial Planning (2) studies. During the period 1993 - 2001 she was employed as Special Research and Teaching Scientist at the Lab of Photogrammetry, Topography Division, School for Rural and Surveying Engineering, NTUA, at a permanent position.

In 1995 she completed her PhD. The title of her PhD thesis was "Digital Cartographic Data for the Hellenic Cadaster". During the period 1998 - 2001 she worked as management-advisor for international, educational and technical issues at the KTIMATOLOGIO S.A., agency responsible for the implementation of the Hellenic Cadaster.

In 2006 she attended the MIT (Massachusetts Institute of Technology) professional education courses on Real Estate Markets Center for Real Estate: Fundamentals of Real Estate Finance; Real Estate Markets: Location, Product, Timing; Introduction to Commercial Real Estate Development.

During the periods: 2005 - 2010 she was elected at the position of a Lecturer (in a permanent position) at NTUA, School of Rural and Surveying Engineering, teaching Cadastre and Land Management, Spatial Information Management, and Property Valuation; 2010 - 2013 she was elected as an Assistant Professor (in a permanent position); 2013-2017 she was elected as an Associate Professor (in a permanent position).

In 2017 she was elected at the permanent position of a Professor. Since then she teaches the undergraduate courses of "Cadaster and Land Management", "Property Valuation and Land management", "Cadastre and Land Policy", "Design of modern Land Administration Systems", and the post graduate course "Valuation and Development - Management of Real Estate".

She has supervised more than 85 undergraduate diploma theses and more than 15 post-graduate theses in Geoinformatics, at NTUA, as well as 1 PhD thesis on "The Volunteered Geographic Information in Land Administration: Crowdsourcing Techniques in Cadastral Surveys" and she was co-supervisor in 3 more. She currently supervises 6 PhD theses.

For the period 2009-2010 she was appointed by the Hellenic government (through a qualification based procedure) as a member of the board of directors at HEMCO, Hellenic Mapping and Cartographic Organization, http://www.okxe.gr/engprof.htm. For the periods: 2013 - 2015 she was elected as a Member of the Management Board of the Hellenic Association of Rural and Surveying Engineers (HARSE); Since 1992 she is elected and serves as a member of the Management Board of the Hellenic Society for Photogrammetry and Remote Sensing; 2002 - 2006 & 2008 - 2010 as an elected member of the Management Board of the Hellenic Society for Geographic Information Systems - HellasGIs (http://www.hellasgi.gr/).

Since 1994, she represents the Technical Chamber of Greece in UNECE/ Working Party on Land Administration WPLA and the International Federation of Surveyors FIG.

Since 2009 she sporadically cooperates as an independent expert with the World Bank, for the compilation of research studies in the field of cadaster, land administration and land management in various UNECE and ECA countries such as Kyrgyzstan, North Macedonia, Greece and Albania.

Through the above mentioned activity she has organized a large number of focused international workshops (6 of them in Greece in 2003, 2004, 2007, 2012, 2016, 2018) and has accomplished international research and has published several UN/FIG publications. She has also participated in land administration review missions in UNECE countries as an independent expert.

She has lectured in more than 30 national and international training seminars for engineers in Geoinformatics and especially in the fields of cadaster, spatial data infrastructures, land administration and land management, property valuation, GIS, photogrammetry, informal settlements, disaster response, digital documentation of archaeological monuments and sites, land use planning, Housing. In five of those she was the scientific responsible and coordinator. She has published more than 120 peer reviewed publications in conference proceedings or scientific journals, as well as another 125 oral presentations in scientific conferences or papers and editorials in professional journals. She has been an invited speaker in about 40 and a keynote speaker in 17 international conferences.

She serves as a reviewer in various scientific international conferences and journals (e.g., Journal of Computers, Environment and Urban Systems (CEUS); Surveying and Land Information Sciences (SaLIS); Nordic Journal of Surveying and Real Estate Research; Survey Review; Land Use Policy) and she is member of the editorial board of the "Survey Review" scientific journal. She was responsible for the organization of the Peer Review Process for the papers submitted in FIG conferences, and she acted as chief editor for the 2008 and 2009 conferences.

As the President of the International Federation of Surveyors, in 2015, she has signed a MoU between FIG and the World Bank http://www.worldbank.org/ and initiated a joint international research on Real Estate Markets, and in December 2017 she signed a MoU between FIG and the International Real Estate Federation FIABCI http://www.fiabci.org/ and initiated a joint research in Formalizing Real Estate Markets.

A World Bank research project: 'The Cost of a Lack in Real Property Market Formalization on a National Economy - Application for Greece and Albania' (2016). This study focuses on developing a methodology for the quantification of the economic cost of the lack of market formalization on a country's national economy.

Research Study on Informal Development and Assessment of Land Policy and Legalization Framework in Kosovo (Statens Kartverk, Norwegian Mapping Authority, Cadastre and Land Registry) (2016)

'5 Dimensional Multi-Purpose Land Information System - 5DMuPLIS', a bilateral research project between Greece and Israel (2014-2015). This project developed a methodology and system for the collection and management of 3d geospatial information in various time periods (the 4th dimension) and in various scales and detail (the 5th dimension) for the management of urban areas and the redistribution of property rights in the case of small land readjustment projects for the application of affordable housing and energy saving policies.
