This Laboratory was founded in 1998 as “Laboratory of Geographic Information Systems in Urban and Regional Planning”. (A)Teaching in the Interdepartmental Program of Postgraduate Studies Urban and Regional Planning at NTUA (1998 - 2021)

      Responsible and teaching in two courses:

(1)  “European Union  policies for spatial planning, regional development and cities and Greece” 

Course Content

The subject of this course focuses on the concepts and implementation tools of European Union policies on spatial planning, regional planning and the cities and their ever increasing impact on the corresponding policies in Greece. The main axis of the course is the Community intervention in spatial development. Special attention is given to more recent theoretical approaches on this intervention that emphasize the necessity of its integration into a wider perspective for sustainable spatial development that has cities as its main focus. The environmental dimension of the Community spatial development policies is also presented within this framework. 

(2)  “Modern practices of planning and dynamics of territorial structures and land uses”

In the course of the postgraduate program, I have supervised more than fifteen thesis projects in various research areas of European spatial planning and Greek spatial planning.

I have contributed to the elaboration of scenarios, -in particular in the fields of enlargement, governance and proactive scenario – and policy recommendations. Among others, I contributed an in-depth analysis of spatial structures of W. Balkans and Turkey in the frame of the enlargement scenario

NTUA workgroup, “Preparation of the Territorial development Plan of the Potimon area at the Commune of Kissonerga of the Republic of Cyprus”, 2010, Final Report – July 2010.

I was scientific responsible and main researcher in this program.

NTUA and University of Thessaly (UT) workgroup, Integrated Development Operational Plan for the Prefecture of Athens (2005-2007), Research program financed by the Prefecture of Athens. Final report: about 600 p., Athens, 2007.

I was coordinator of the NTUA-UT workgroup and had scientific responsibility of the NTUA sub-group. Budget: 178.500 Euros.

In the frame of this project the NTUA sub-group made an in-depth examination of the economic, demographic, social and environmental spatial parameters and indicators of Athens; among others, relevant Lisbon indicators as well as other EU indicators were taken into account. Also, urban governance and spatial planning issues were examined in the framework of the Community spatial development policies.

The relevant findings of the research project were included in the book “Development dynamics and social change in Athens 1991-2006” (2007) - see below in Books.

 

NTUA Workgroup, “Spatial Development Strategic Plan of Attica Metropolitan Region” (2000-2002), Research financed by the Organisation of Planning of Athens and published by NTUA. Scientific responsibility: K. Gerardi.

“The network of central activities of Athens. Changes in service activities and communications in the Greek Capital during the last 30 years”  (1997-1998)

Three research programs financed by the General Secretariat of Research and Technology of the Greek Ministry of IRT, the Organisation of Planning and Environmental Protection of Athens and the Municipality of Athens.

I had the scientific responsibility of these programs. 

 

Conference on "The new polycentricity (polycentrism) and spatial development: Urban areas, small and medium- sized cities and the countryside" – Athens, September 2001. 

The proceedings of the conference were published in 2004. The conference was organised by the NTUA, the University of Paris XII and the Greek Ministries of ESPPW and Economy. I was coordinator of the Steering Committee.

 

"Strategic action plan for the development of small and medium- sized cities and of the surrounding countryside, particularly in islands" (2000-2001). Research financed by the Greek Ministry of ESPPW. Budget: 17.000.000 drs.  (1 Euro = 340,7 drachmes (drs)  -since 2000). 

I was scientific responsible and main researcher in this program.

 

"The National Urban Network: Existing condition, policy recommendations and spatial planning" (1996 – 1998). Research program financed by the Greek Ministry of ESPPW. Final Report: more than 400 p., Athens, 1998. Budget: 50.000.000 drs. 

I was the scientific responsible of this project. 

The project examined in depth all levels of the Greek urban system: metropolitan regions, small and medium-sized cities and the surrounding countryside. It was used as reference by the Spatial Development Plans studies for the twelve Greek Regions.

 

"Use of urban planning mechanisms in programs of housing estates’ renewal" (1989 - 1993). Research financed by the GSRT of the Greek Ministry of IRT and the Municipality of Nikéa.

 

"Use of urban planning instruments for the program of urban renewal in the refugees area of Nikea"(1989 -92). Research financed by the Developmental Company of the Municipalities of the wider area of Piraeus.

 

"Technological and Cultural Park of Lavrion» - feasibility study (1995). The creation of this Park is co-financed by EU (2nd Comm. Support Framework) and NTUA. Subject of my own contribution was: "The integration of the Technological Park of Lavrion in the development of the wider region of Lavrion and in the Attica Region”.

 

"Roadside land uses and building norms in the main road network" (1995-1996). Research that was financed by the Greek Ministry of ESPPW. Budget: 36.000.000 drs. Scient. resp.: A. Aravantinos

 

"Demands analysis for the National Spatial Planning Information System” (1996-1998). Research financed by the Greek Ministry of ESPPW. Budget: 50.000.000 drs.  I was responsible of the Urban and Regional Planning subgroup of the Department of Urban and Regional Planning of NTUA that participated in this program. Scient. resp.: D. Rokos.

 

“Spatial development of economic activities, new technologies and built environment in the wider region of Piraeus". Research project which has been included in the STRIDE pro­gram of E.C. It has been carried out by the Developmental Company of the municipalities of the wider area of Piraeus (municipalities of Piraeus, Keratsini, Drapetsona, Nikea, Korydallos and Perama) between 1992 and 1994. Total budget: 240 Millions of drs. The project had included:

- The creation of a Geographic Information System concerning the wider region of Piraeus

- The creation of a Data Base of the enterprises of the same region

- The elaboration of a research on the spatial development of the economic activities of the region of Piraeus as well as proposals on the spatial organisation of the corresponding zones of economic activities

- A training seminar in Geographic Information Systems (GIS) 

- The setting of a network between Greek municipalities and other local authorities as well as international bodies dealing with similar issues.

  I was the scientific responsible of this program. 

 

"Preliminary Spatial Plan of the wider region of the lignite fields of Megalopolis" (1987 -88). I had participated, as a Researcher, in the workgroup that lead this research. The research was financed by the Greek Ministry of ESPPW / Direction of Spatial Planning.  

 

"Spot check and rewording of the location model of industrial installations in Attica, with regard to the ratio: “occupied surface / employee”, to define appropriate standards” (1985-87). I was the scientific responsible for this research, which was financed by the Greek Ministry of ESPPW / Direction of Spatial Planning of Athens 

I was scientific responsible and main researcher in this program.

 

"Urban land rent and land and housing markets in residential areas of post-war Athens" (1988 - 89). I was the scientific responsible for this research, which was financed by the GSRT of the Greek Ministry of IRT.

 

“Factors that influence the urban land rent in the metropolitan region of Athens afterwards 1960, in the phase of integration of new urbanised areas in the City Plan" (1986 - 87). I was the scientific responsible of this research, which was financed by the General Secretariat of Research and Technology (GSRT)

European Union’s spatial development policies: a threat to Europe and Greece (2004), published by NTUA University Publications, Athens, 282 pages (in Greek + English Summary).

Content of the book:

The Community’s Intervention to Spatial Development (CISD) is included in a general framework of political objectives, institutions and processes of the Community, which we present as an introduction - in Chapter 1.In Chapter 2, we examine "regional" inequalities, that is to say inequalities that are mainly related to the physical geographic form of the Community and to the territorial distribution of incomes, population, employment and economic activities.  In Chapter 3 we examine "territorial" inequalities: inequalities between central and peripheral regions as well as between urban systems and regions of countryside or inequalities referred to regions with specific problems. 

In the Chapters 4 - 7 we present the main Community spatial development policies and approaches: the regional policy, the spatial development approach and the territorial aspects of some other Community Policies and Initiatives. We also attempt to analyze the process of the transition to a more cohesive CISD. In Chapter 8 we present the implementation of the CISD in Greece.  In Chapter 9 we examine the implementation of Community Environmental Policy in the total of European Union – with accent in the territorial aspects of this policy. In Chapter 10 we examine the application of the Community environmental policy in Greece. In Chapter 11 we examine the Community approach and action on cities.

Object of the Conference was to discuss the whole range of interventions in the direction of urban sustainability in Greece, with focus on the presentation and evaluation of urban pilot interventions which have been implemented - mainly in the frame of the Community Initiative URBAN.

It was developed in two sessions: 

(1) Presentation and evaluation of the Community framework of action for the urban sustainability and the Community urban pilot projects (three Presentations)

(2) Implementation of the Community Initiative “URBAN” in Greece, integration of the “Community framework of action” in the Greek urban policies (ten Presentations) and one Round table discussion about the evaluation and the perspectives of sustainable urban implementation in Greece.
